Amy co-wrote a report on the health impacts of two proposed regulations for small-scale electricity generators, commonly referred to as distributed generation. The report will be used in the ongoing proceeding in New York, to put pressure on the Department of Environment and Conservation to move toward stronger emission standards that encourage technology to become cleaner over time. In addition, she researched the impact of reducing electricity sales, due to energy efficiency or on-site generation, on utility revenues and profits. This is of interest in the New York decoupling procedure because it demonstrates that utilities have a disincentive to promote energy efficiency or on-site generation "The Fellowship changed my perspective on my academic career. I could see for the first time the differences between academic ideals and political reality. I saw the compromises and collaboration that are needed to make incremental progress." —Amy Guy
