Audrey Chang's one-year Sustainable Energy Fellowship with the NRDC Energy Program focused on a full range of clean energy and global warming policy advocacy in California. Following completion of her Sustainable Energy Fellowship, she became a permanent NRDC staff member and leads their advocacy efforts at the California Public Utilities Commission and California Energy Commission. She addresses issues including global warming, energy efficiency, and long-term utility resource planning and procurement. She continues the work she began during her Fellowship, helping California's utilities and regulators work through the early stages of the largest energy efficiency program ever attempted, as well as developing performance-based incentives to expand utility-sector investment in energy efficiency. Her responsibilities also include the development of regulations for the implementation of California Senate Bill SB 1638, which established the nation's first greenhouse gas emissions standard for new financial commitments to baseload power generation serving the California market. Audrey also works with the NRDC Energy Program team to implement the California Global Warming Solutions Act of 2006, the first statewide enforceable cap on greenhouse gas emissions.
