5. California Solar Initiative (CSI) - Status Update

- The 12-28-06 version of the CSI Handbook can be found here. The CPUC is expected to approve a final working version of the Handbook in early March.
- The Clean Power Estimator is still available for cost and payback analysis, however it is limited to systems under 10kW and it doesn't yet feature PBI and EPBB comparisons.
CSI Incentive Summary
The solar PV incentives available from the CSI are divided into two types. Expected Performance Based (EPBB) incentives and Performance Based Incentives (PBI.) Both EPBB and PBI incentive levels will decline based on how many MW's are installed. See your CSI-Administrator website to assess how many MWs are remaining at the current incentive level. All CSI customers must be on Time Of Use (TOU) metering to access incentives.
EPBB incentives will be a one-time incentive ($/W) based on a system's estimated future performance. EPBB incentives will be available to systems less than 100kW in size. EPBB incentives will be based on the CEC-AC system rating and a design factor that will consider factors such as location, orientation and shading.
EPBB incentives will begin at $2.50/W and decline based on MW installed. For Government/Non-Profit Entities who can not take advantage of tax credits, incentives will begin at $3.25/W.
PBI payments will paid based on the actual kWh energy produced and made over a 5-year period. PBI will be available for all systems greater than or equal to 100kW and all building integrated photovoltaic (BIPV) projects.
PBI incentives will begin at $0.39/kWh and decline based on MW installed. For Government/Non-Profit Entities who can not take advantage of tax credits, incentives will begin at $0.50/kWh.

ESTIMATING TOTAL POWER CONSUMPTION BY SERVERS IN THE U.S. AND THE WORLD

The amount of electricity used by servers and other Internet infrastructure has become an
important issue in recent years as demands for new Internet services (like music
downloads, video-on-demand, and Internet telephony) have become more widespread.
This study estimates total electricity used by servers in the U.S. and the world by
combining measured data and estimates of power used by the most popular servers with
data on the server installed base. These estimates are based on more detailed data than
are previous assessments, and they will be of use to policy makers and businesses
attempting to make sense of recent trends in this industry.
Aggregate electricity use for servers doubled over the period 2000 to 2005 both in the
U.S. and worldwide (Figure ES-1). Almost all of this growth was the result of growth in
the number of the least expensive servers, with only a small part of that growth being
attributable to growth in the power use per unit.
Total power used by servers represented about 0.6% of total U.S. electricity consumption
in 2005. When cooling and auxiliary infrastructure are included, that number grows to
1.2%, an amount comparable to that for color televisions. The total power demand in
2005 (including associated infrastructure) is equivalent (in capacity terms) to about five
1000 MW power plants for the U.S. and 14 such plants for the world. The total electricity
bill for operating those servers and associated infrastructure in 2005 was about $2.7 B
and $7.2 B for the U.S. and the world, respectively.

Tesla Motors, the San Carlos electric-car start-up, selected Albuquerque Monday as the site of its factory. The Southwest city beat out Pittsburg, in Contra Costa County, as the location for the 400-job facility.
The plant will assemble a zero-emission, four-door sedan, which carries the code name White Star. Ground will be broken in April 2007, and manufacturing is expected to begin in 2009. The company expects to build 10,000 vehicles a year at the new factory.
Tesla recently opened a research and development facility in Rochester Hills, Mich., but will keep its headquarters in San Carlos.

The Program Auditor will be responsible for verifying the installation of energy-efficient lighting and other measures for small businesses in the Bay Area, Central and Silicon Valleys.

Description of Responsibilities
The available positions are in TIAX's Transportation & Energy Systems group, which works with public and private clients to analyze and implement energy, greenhouse gas, and air quality solutions involving advanced transportation technologies and alternative fuels. The Irvine position will be focused in the near-term on air quality impacts of the goods movement in California, including working on cutting-edge, multi-million dollar programs to reduce emissions from heavy-duty diesel vehicles in California. The Cupertino position will also support the good movement programs, as well as a variety of projects involving emissions assessments, energy analyses, advanced technology evaluations, and policy analyses. Recent topics encountered in both Irvine and Cupertino office include: alternative fuels and infrastructure, fuel cell and hybrid-electric light- and heavy-duty vehicles, advanced diesel technologies such as NOx and PM after-treatment devices, and greenhouse gas reduction incentives.
The Staff Engineer or Senior Engineer will perform engineering assessments of low-emission technologies and fuels including well-to-wheels analyses, develop analysis tools, collect and analyze technical data, write technical reports and presentations, meet with clients, and occasionally provide engineering services in the field. Both positions have task or project management responsibilities and significant opportunities for career development.

Research Programme on Climate Change Modelling and Policy
The Fondazione Eni Enrico Mattei (FEEM), an Italian research institute that carries out research on sustainable development, invites applications for two junior research fellowship positions in its Programme on Climate Change Modelling and Policy. The main area of research is integrated assessment models.
Position 1. The required candidate is expected to have a good general background in applied and theoretical economics, possibly with previous experience in computable general equilibrium modelling. He/she will work in a modelling team dealing with economic impacts of climate change, in several dimensions: sea level rise, energy demand, tourism, etc. Variants of the GTAP-E model are used as a common platform for the simulations exercises. Both static and dynamic model versions are developed. Candidates must have a Ph.D. in economics or be near its completion, and experience in integrated climate modelling and general equilibrium models. Duties will be performed at the FEEM offices in Venice, Italy.
Position 2. The required candidate is expected to have a good general background in applied and theoretical economics, possibly with previous experience in dynamic modelling. He/she will work in a modelling team dealing with economy, energy and climate change. A background in energy engineering will be considered as an appreciable asset. The Program Manger for Ecology Action's Climate Solutions Campaign is responsible for translating Ecology Action's climate protection strategic objectives into on-the-ground programming.
