7.  Executive Director, Program on Energy and Sustainable Development, Stanford

About PESD Stanford

The Program on Energy and Sustainable Development (PESD) draws on the fields of political science, law and economics to investigate how the production and consumption of energy affect sustainable development.  PESD partners with an international network of scholars and engages heavily with the private sector companies whose operations directly intersect with our areas of research.  Since inception in 2001, we have focused on five major study platforms:

     1)    Political Economy of Electric Power Market Reform - examining the interaction of the political, legal and economic forces that affect how countries restructure their electricity systems;

     2)    Geopolitics of Gas - analyzing the globalization of gas markets with special attention to how LNG trading affects gas prices and how, in the future, rising demand in China and India could affect the global market;

     3)    Energy and Development - building quantitative models to improve understanding of how low-income households shift their energy budgets from traditional fuels and technologies (e.g., cooking with biomass) to include more modern energy services such as lighting from electricity and cooking with LPG;

     4)    Climate Change Policy - looking beyond the Kyoto Protocol to offer a roadmap for an effective regime to manage global warming;

     5)    National Oil Companies - studying the factors that affect variation in the strategy and performance of state-owned oil enterprises;

Position Description

PESD is seeking an Executive Director to work closely with the Director and other faculty and staff at Stanford to manage our enterprise while also participating centrally in PESD's research program.  The contribution will depend, in part, on the interests and experiences of the candidate.  Core responsibilities of the Executive Director will be to:

  • Manage, with oversight by Program Director, all PESD research, including approximately 15 full and part-time staff and affiliates at Stanford.  The faculty includes Professor Tom Heller, Nobel laureate Professor Burt Richter and several other affiliates, as well as pre- and post-doctoral fellows, and a team of post-undergraduate research staff.
  • Manage relationships with the Program's international network of four dozen research partners, which are located worldwide - notably in Brazil, China, India, Mexico and South Africa.
  • Work closely with the Director to steer future development of the Program.
  • Contribute thought leadership and original research in an area of candidate's expertise and that also furthers Program's research agenda.
  • Provide a public face for PESD in addition to the Director, such as participating in major events in the academic, government, UN and industry arenas.

Qualifications

The ideal candidate should have extensive energy and management experience.  Candidates from academic and industry backgrounds are appreciated.

9.  California Public Utilities Commission Summer Internship Program

The Renewables Portfolio Standard (RPS) team at the California Public Utilities Commission (CPUC) is seeking two to three qualified interns for summer 2007.  The California RPS is the most ambitious and far-reaching RPS in the country- California utilities are required by law to purchase 20% of their energy from renewable resources by 2010.  Reaching this goal in the world's fifth-largest economy requires expansion of renewable capacity on a scale anticipated nowhere else in the U.S.  California's legislature also recently passed the country's first state-wide cap on greenhouse gas emissions, and is considering an even greater RPS standard of 33% renewable energy by 2020.  The CPUC team is evaluating creative ways to meet these far-reaching goals and is looking beyond the current RPS strategy of utility-scale generation.

The RPS team will hire 1-2 interns to work with the RPS Resource Planning team, and 1 to work with the Renewable Energy Credit (REC) team.  Summer start and end dates are flexible.  Potential projects are listed below under each project category.

RPS Resource Planning

  • Create and evaluate alternative renewable energy policies, including:
  • Alternative financing mechanisms and market-based solutions
  • Research, development, demonstration, and deployment programs
  • Technology-specific market-transformation policies
  • Develop long-term technology-specific supply curves
  • Design and implement methodology to measure greenhouse gas impact of RPS
  • Develop strategy to integrate transmission planning with renewable goals
  • Evaluate impact of California RPS on retail rates

REC Trading

  • Determine whether California should allow renewable energy credits to be eligible for RPS compliance
  • Analyze the interaction between various market options for California: a voluntary REC market, a mandatory REC market, and a carbon trading market
  • Evaluate benefits to California ratepayers of various REC market characteristics

Qualifications

  • Master's degree candidate studying public policy, economics, financial analysis, or engineering
  • Specific knowledge of renewable energy and/or climate change
  • Excellent analytical skills, both qualitative and quantitative
  • Ability to work in fast-paced environment with other team members
  • Excellent oral and written communication and interpersonal skills
  • Requires minimal supervision and takes initiative
  • High performer and outcome-oriented

Hiring Process

These positions are located in San Francisco, California, at the CPUC's headquarters.   Please submit a resume, cover letter, and 1-2 page writing sample to Jaclyn Marks at jm3@cpuc.ca.gov by April 2nd, or until positions are filled.   Applications will be reviewed as they are received, and qualified applicants will be contacted for an interview.

Stipend

A modest stipend of about $1500/month is provided, depending on qualifications.

14.  Internship Program at Energy and Environmental Economics, Inc. (E3)

The summer internship program at E3 is designed to provide an opportunity for top graduate students to work on emerging energy topics alongside our staff of industry experts.   The internship is part of our recruitment process; we want to meet and work with great students who are as interested in clean energy as we are.  Successful applicants can choose from a range of topics, and are expected to develop a stand-alone, publishable research product over the course of the summer.  Interns will also contribute to active consulting projects.

E3's summer internship programs aim to accomplish the following;

    1.   Provide students an opportunity to work on their selected topics in a professional consulting atmosphere where the research can be immediately applied

    2.   Provide students an opportunity to develop a research 'deliverable' that can be used as the basis of future research, publications, and applications

    3.    Provide E3 with an opportunity to work closely with top students who may be interested in consulting careers after graduation

The application process is simple.  Review the list of selected topics that E3 is actively involved in (next page), write no more than a page describing the project that you would like to spend the summer working on, and email it, your resume, a single faculty reference (name, phone, and email), and an unofficial transcript to recruiting@ethree.com by March 30th, 2007.  Depending on the applications received, we may have telephone or face to face interviews as schedules and logistics permit.   We expect to make a decision by April 13th, 2007 and to select one or two applicants.

A stipend for graduate student interns of $3,000 per month is available for successful applicants.  Applicants will not become an employee of E3.

E3 is located in downtown San Francisco, and interns are expected to work regular business hours at the E3 office.

The following list of projects is drawn directly from on-going research at E3, and we have a staff member who can act as a mentor available in each area.   Internship project descriptions should relate to one of these topics.

Topics that are not on the attached list may be accepted if we get exceptional proposals and can find an E3 mentor who can support the intern in the development of their 'deliverable'.   If you have a different topic, you can email a short description to recruiting@ethree.com to learn whether there is a fit.

  • Cost of CO2 Reduction. * - One of the considerations policy-makers face before implementing a market for CO2 reduction is how to meet CO2 targets at reasonable cost.   This project will develop a CO2 supply curve for one or more sectors, which may include transportation, power generation, or others of interest.
  • Value of Battery Technology Breakthrough.* -  One of the potentially high value technology breakthroughs in clean energy technology is in energy storage.   This project will assess the value of an energy storage breakthrough in one or more of the following sectors; automobiles, firming of wind power resources, electric utility distribution system support, or others.
  • Reliability of 'Smart' Grid.* -  This project will develop a reliability model to evaluate the reliability that can be achieved with an electric distribution system designed to dispatch local area resources, and distribution system switching to optimize distribution reliability.   This project is numerically intensive (probability theory, Markov chains), but has the potential to form the basis of a utility business case for investing in 'smart' utility infrastructure.
  • Demand Response.* -  This project will entail a literature review of demand response estimation methods, data and results.   While there are several reviews already in place, most do not take account of advanced metering infrastructure (AMI), which needs to be incorporated.   The new materials should help understand what pricing/service programs can be used for reliability and economic reasons.  Moreover, the results should shed light on customer outage costs, which are important for reliability planning.
  • Transmission planning under electricity deregulation.* -  This project entails a review of how ISOs conduct their transmission planning when the generation market is competitive and transmission and generation are not planned in a coordinated manner.   The project will entail looking at various transmission planning cases done by ISOs in NY, ERCOT, PJM, NE and CA.
