Mar 1 - Knight Ridder/Tribune Business News - Bryan Bender The Boston Globe A senior official at Millstone Nuclear Power Station in Waterford, Conn., was recently relieved of his duties after he complained that the plant's electronic security system was seriously flawed and that site managers had turned it off on multiple occasions to avoid false alarms, according to a complaint to the federal Nuclear Regulatory Commission.

Sham Mehta, 58, contends he was retaliated against after repeatedly lodging the allegations with his superiors at Dominion Nuclear Connecticut as well as a federal inspector at the plant. Mehta -- who was removed and is now on paid leave -- is seeking reinstatement while the NRC, state Department of Public Utility Control, and US Department of Labor investigate his allegations.

While Dominion refuses to talk about security matters, state investigators last month found there were "sufficient grounds" to believe Mehta was punished for raising the concerns about the plant's defenses.

Mehta, a mechanical engineer who has worked in the nuclear industry for 30 years, further alleged that security managers altered federal reports to contend that "extreme weather" was responsible for the false alarms even though they were triggered by average conditions.

Work with staff to complete the greenhouse gas reporting submittal process for the California Climate Action Registry (CCAR). CCAR has developed the standardized protocol for reporting greenhouse gas emissions, dominantly carbon dioxide but also includes methane, nitrogen oxides, chlorinated fluorocarbons, sulfur hexafluoride, and others. The City joined CCAR in January 2006, with the intent to report and certify its greenhouse gas emissions. The ideal candidate will have strong team skills, analytical and problem solving skills, and oral and written communication skills.

5. Job:   National Rural Electric Cooperative Association

NRECA (the National Rural Electric Cooperative Association) is looking
for a young engineer with a development bent to be part of its
international team. The position would likely be based in the DC area
(NRECA HQ is located in Arlington, VA) but could be based in the Oak
Ridge area as well, where the VP for Operations is located.
They're looking for a hard worker who is willing to travel fairly
extensively. Around 30% time would be on travel to projects for example
in Latin America, Africa, and possibly central Asia. The main
project-related functions required are:

-Load flow analysis
-Demand forecasting
-GIS
-Some renewables design work is also likely but the main focus would be
traditional power supply and distribution projects.
-Most work would be on funded projects, though the job could include
some proposal writing as well

You would learn some of the specific technical skills with NRECA project
engineers and managers, but should already have a solid basis in
electrical engineering. This is not a temporary position, but rather one
with long-term potential for professional development; a great
opportunity for the right person!

8.  Senior Policy Advisor-Energy and Climate Change, Arlington VA

Title:   Senior Policy Advisor-Energy and Climate Change
Reports To:  Director of U.S. Government Relations
Location:  Arlington, Virginia
Date:   February 9, 2006

The Senior Policy Advisor serves as a contact with Congress, federal agencies and private groups with respect to policies and other governmental decisions affecting the Conservancy's mission. The Advisor tracks governmental actions and communicates threats and opportunities to operating units across the Conservancy that may be affected by upcoming governmental decisions. The Advisor develops and implements strategies to influence the outcome of decisions made by Congress and federal agencies including laws, appropriations, rules, policies, spending, grants and resource management decisions. The Advisor assists Conservancy staff from our field offices and the Global Climate Change Initiative in obtaining government funding and facilitates on-the-ground partnerships with federal agencies. The Advisor maintains partnerships with other organizations with complimentary interests.
Specific Duties and Qualifications:
1. Develop and advance an advocacy program for the Conservancy with respect to energy policy and the impact of energy production and distribution on Conservancy preserves and conservation targets.
2. Support engagement of the Conservancy's field offices in environmental reviews and resource management planning decisions by federal agencies with respect to energy production and distribution facilities to achieve Conservation by Design. This will include tracking leasing and siting decisions, communicating threats and opportunities associated with these actions to field offices, and coordinating the responses of field staff in NEPA and planning processes.
3. Work with the Global Climate Change Initiative and related staff to develop a policy, funding and advocacy strategy for federal, regional and state climate change legislation and programs.
4. Serve as the principal contact with the Department of Energy and the Minerals Management Service and develop partnerships with these agencies to support the mission of the Conservancy.
5. Generate a stream of public dollars to fund: 1) the protection of conservation areas identified through ecoregional planning; and 2) the climate change programs of the Conservancy by influencing agency budget requests and grants and congressional appropriations.
6. Track energy-related legislative and rulemaking activities that may impact our mission and coordinate the Conservancy's response across interested field offices and operating units.
7. Provide leadership and information for field offices with respect conservation and renewable energy legislation and policies under consideration by state and local governments.
8. Work with other organizations in the private sector including energy producers and trade associations and other conservation organizations to create partnerships that mitigate the impacts of energy production and use on the Conservancy's mission.
9. 50 percent of time spent on the impacts of energy production and distribution facilities; 25 percent of time spent on energy conservation and renewable energy; and 25 percent of time spent on general climate change advocacy.
General Qualifications:
1. Experience working with energy policy and climate change issues; familiarity with federal energy laws and the resource management planning authorities of federal land management agencies; working knowledge of the NEPA process.
2. Significant experience working for Congress or a relevant federal agency.
3. Bachelor's degree in public policy or a related field with a minimum of six years related experience. Advanced degree in relevant field preferred.
4. Commitment to conservation goals and methods outline in Conservation by Design. Comfort with the Conservancy's non-adversarial, bi-partisan, solution-oriented approach.
5. Experience leading large multi-disciplinary teams.
6. Experience conceiving and implementing strategic initiatives.
7. Ability to negotiate complex and high profile or sensitive agreements.
8. Superb communications and presentation skills; ability to persuasively communicate the Conservancy's mission to diverse groups including key legislators, agency officials, corporate executives, and leaders in the environmental community.
9. Ability to maintain constructive and effective working relationships with people of diverse backgrounds and skills.
10. Skilled at organizing time, managing many projects simultaneously, working under tight timelines and pressure, exercising independent judgment, and taking initiative to accomplish the goals of the organization.
Responsibilities for Oversight and Management
1. May serve as team leader for specific projects obtaining team cooperation without direct supervisory authority;
2. Does not have direct reports, but may supervise work of interns and volunteers;
3. Limited financial responsibility.
4. May assist in program budget preparation and planning.
Working Conditions:
1. Position is located in the Conservancy's Arlington, Virginia, office.
2. Will require extensive travel to Western states.

9.  Visiting Fellowship in International Studies, Brown University

The Watson Institute for International Studies at Brown University seeks a scholar and/or practitioner for a visiting fellowship to be affiliated with an existing research project within the Institute's Global Environment program, during the 2006/2007 academic year (earliest start date July 1, 2006).

The mission of the Watson Institute is to analyze contemporary global problems, working at the intersection of academia and policymaking.  We seek individuals with a commitment to multi-disciplinary collaboration.

Preference will be given to scholars/practitioners who can make contributions to the Watson Institute - Global Environment Program's climate change research initiatives.  Specifically, candidates are being sought to complement one or more of the following research projects:

*  Demography, energy-use, and greenhouse gas emissions, with a focus on urbanization in China
*  Integrated assessment modeling with a specific focus on linking natural and social science components of IA models
*  The practice and politics of using "scenarios" as a decision-making tool in global environmental governance
*  The Clean Development Mechanism and environmental entrepreneurialism in the developing-country private sector
 The successful candidate will be expected to teach one undergraduate course in his or her area of specialty.  There is possibility of a renewal of this fellowship.

 Salary: $40,000, plus the option to purchase insurance at the universityís group rate, access to research and travel funds, and support for some relocation expenses.
