Join members of the Palo Alto City Council and Senior Staff, invited regional and neighboring leaders, as well as members of the business community, public service leaders and citizens. Hear from the Lt. Gov. about the status of implementing California's landmark legislation for climate protection and regulation of green house gas emissions. Implementing this groundbreaking legislation is complex and its success will provide a model for the rest of the country and indeed the world. What are the challenges for a successful transition to a clean energy economy? How can Silicon Valley leaders make a difference? There will be an opportunity to ask questions and make comments. Background: AB 32, which was jointly authored by Assembly Speaker Fabian Núñez and Assemblymember Fran Pavley, and co-sponsored by NRDC and Environmental Defense, establishes an enforceable cap or limit on statewide greenhouse emissions - reducing emissions to 1990 levels by the year 2020. The bill provides the California Air Resources Board (CARB) with a wide variety of tools, including traditional regulatory approaches and market-based approaches, along with strong enforcement authority, to ensure that the state meets this emissions limit. CARB will begin enforcing limits on emissions starting in 2012. AB 32 also requires CARB to institute a mandatory emissions reporting and tracking system to monitor and enforce compliance with the emissions limit. Economists have found that limiting California's global warming pollution to 1990 levels by 2020 will provide tens of thousands of new jobs for residents of the Golden State, while saving families and businesses billions of dollars. Today, California sends $30 billion out of the state every year to buy fossil fuels, the primary cause of our global warming pollution; this means that on average $2,500 from every California household is leaving the state. We can break that addiction and bring our money back home to invest in clean technologies, providing jobs and economic benefits for Californians. And by acting soon to limit global warming pollution, California can provide a clear market signal to spur entrepreneurs to deploy clean technologies. Leading the clean technology revolution will be the next high-tech economy fueling California's prosperity for decades to come. **************************************************** 7. Supreme Court rules Against White House on CO2 Emissions (In case you were sleeping) WASHINGTON, April 2 - The Supreme Court ruled today, in what amounts to a rebuke of the Bush administration, that the Environmental Protection Agency has the authority to regulate carbon dioxide from automobile emissions, and that it has shirked its duty in not doing so. In a 5-to-4 decision, the court found that the Clean Air Act expressly authorizes the E.P.A. to regulate carbon dioxide emissions, contrary to the E.P.A.'s contention, and that if the agency still insists that it does not want to regulate those emissions, it must give better reasons than the "laundry list" of invalid considerations it has offered so far. The majority brushed aside the Bush administration's assertion that the Clean Air Act does not treat carbon dioxide and other heat-trapping gases as "pollutants," and thus does not give the E.P.A. the authority to regulate them. Secondly, the five justices declared that contrary to the administration, Massachusetts and the other dozen or so states and other plaintiffs that sued the E.P.A. do indeed have legal standing to pursue their suit. In order to establish standing, a federal court plaintiff must show that there is an injury that can be traced to the defendant's behavior, and that the injury will be relieved by the action the lawsuit seeks. "E.P.A.'s steadfast refusal to regulate greenhouse gas emissions presents a risk of harm to Massachusetts that is both 'actual' and 'imminent,' " Justice John Paul Stevens wrote for the majority, citing two standards linked to standing. Justices Anthony M. Kennedy, David H. Souter, Ruth Bader Ginsburg and Stephen G. Breyer joined his decision. Chief Justice John G. Roberts Jr. dissented, along with Justices Antonin Scalia, Clarence Thomas and Samuel A. Alito Jr. **************************************************************** 8. X-Prize Foundation Contest: $10 Million for 100 mpg Car April 2, 2007 The organizers want to ensure that vehicles entered in the contest, which will compete in races in 2009 to determine the winner, are commercially viable. Entries must be production-ready, unlike many of the fantastical concept cars that are presented at auto shows. Each team must prepare a business plan for building at least 10,000 of the vehicles at a cost comparable to that of cars available now. "Building a one-off that can go 100 miles per gallon, I think any of the automakers could do that," said James A. Croce, chief executive of NextEnergy, a nonprofit organization in Detroit that promotes alternative energy. "It's mass-producing them that's the problem." *************************************************************** 9. PG&E To Study Wave Power In Humboldt & Mendocino March 14, 2007 Source: Clean Edge News Pacific Gas and Electric Company took the first step towards developing generation projects that could convert the abundant wave energy off the coast of Mendocino and Humboldt Counties into electricity by filing two preliminary permit applications with the Federal Energy Regulatory Commission (FERC). Named "WaveConnect," the proposed developments would extend PG&E's environmental leadership by providing its customers with a new source of clean, renewable power. "The waters off the coast of Humboldt and Mendocino Counties have excellent wave power potential," said Fong Wan, PG&E's vice president of energy procurement. "The development of this new type of energy resource, which generates electricity from the movement of water near the surface of the ocean, is one of the many sources of clean, non-polluting, renewable energy that PG&E is aggressively pursuing." The WaveConnect projects will begin with resource, environmental, and ocean use studies and if developed would use wave energy conversion (WEC) devices to transform the energy of ocean waves into clean, renewable electricity. This would be the first application in North America for a project that would allow multiple WEC device manufacturers to demonstrate their devices on a common site, which could help accelerate the development of wave energy technology. Most of the WEC devices currently being considered by PG&E float on the ocean surface and generate electricity when waves are present. PG&E, as the lead developer, will be responsible for the permitting of the sites and will encourage the participation of multiple WEC device manufacturers in the projects. As part of its feasibility analysis, PG&E will solicit and incorporate input from local communities and interested governmental and non-governmental stakeholders. Phased development of the sites would proceed if technical results support feasibility, environmental studies show that any significant impacts can be fully mitigated, and stakeholder considerations can be satisfactorily addressed. PG&E intends to utilize the most effective technologies for the wave energy projects. If fully developed, the projects could each provide up to 40 megawatts of clean renewable electric supply. Working closely with stakeholders, PG&E will take a leading role in identifying and mitigating any potential impacts to the marine environment in order to maintain the beauty and diversity of coastal waters. PG&E, working with environmental agencies and consultants, will undertake studies of the water resource and its various ecosystems. The project will be designed to minimize effects on the environment, coastal processes, and ocean users. WaveConnect is PG&E's latest investment in innovative renewable energy technologies that address climate change. Pacific Gas and Electric Company already delivers some of the cleanest energy of any large utility in the nation. The utility currently obtains 12% of its energy from qualifying renewable sources under California's Renewable Portfolio Standard (RPS), including solar, wind, biomass, geothermal, and small hydroelectric. In addition, more than 50% of the electricity that PG&E delivers to its customers comes from generating resources that emit no or low carbon dioxide, the primary contributor to global warming. ***************************************** 15. Ocean Power Delivery Seeks Chief Executive (Scotland) Apr 02 - Scotland on Sunday A company developing the world's first commercial wave farm is hiring a chief executive for its next stage of growth and is considering a flotation later this year. Ocean Power Delivery, based in Leith, is among Scotland's new generation of rising renewables companies and is looking to raise new finance to fund its revolutionary technology and expand its operations. Richard Yemm, managing director, says the firm now needs a chief executive to create a new vision and strategy as the original venture capital investors, including Emerald Ventures and 3i, will be seeking an exit route. "That could come via a trade sale or flotation. Nothing is decided, but we will need access to capital," he said. He declined to say whether or not the company had spoken to potential advisers on a listing. The appointment of a chief executive would allow Yemm to concentrate on the firm's technology. "Everyone knows I have been the 'everything director' and we need to grow the management team," he said. OPD, formed in 1998, recently received Scottish Executive grant aid towards the development of its wind farm technology at the European Marine Energy Centre in Orkney. Last year it introduced new investors who helped raise GBP 13.5m. The company represents one of the brightest hopes for the development of renewable energy companies in Scotland and already employs more than 70 staff. Last year a Carbon Trust report claimed that marine energy could provide a fifth of the UK's current electricity needs and would be cost-competitive with conventional generation. |
