3.  Progress on the Million Solar Roofs Bill

Sacramento ‰ April 26– The California State Assembly advanced the Million Solar Roofs bill, SB 1 (Murray), with a 6-1 vote, helping to round out the broadly supported California Solar Initiative adopted by the California Public Utilities Commission this past January. The bill will now head to the Assembly Floor for a final vote in the Assembly.
Several key policies are still needed to achieve the million solar roofs, 3,000 MW of solar power goal. These policies, which are contained in SB 1, include:
Ø      Mandate that all new homes come with solar panels as a standard option, just like granite counter tops;
Ø      Lifting the cap on net metering to 2.5% to allow solar system owners to receive a credit on their electric bill for any excess solar power they generate;
Ø      Requiring that the state’s municipally run utilities adopt their own solar rebate programs.
The California Solar Initiative, adopted by the PUC in January, created a $3.2 billion pot of money for consumer rebates, available from 2007 through 2016, The program is the largest investment in solar power in the country and promises to increase demand 30-fold, cut the cost of solar by 50% within 10 years, and create a mainstream, self-sufficient solar market.
Homeowners, businesses, schools, farms and many others interested in investing in solar power will be eligible for the rebates. The typical California home today installs a 2.5 kilowatt system. With today’s rebate level, the average $20,000 price tag for the system would be reduced by $7,000. In addition, over the next two years, homeowners can take advantage of a federal tax credit reducing the total cost by an additional $2,000. When combined with low interest loans, lowered electric bills and the ability to get a credit for excess electricity generated by the solar system, California homeowners could expect a return on their estimated $11,000 investment within the first month.

4.  Art Rosenfeld Named  2005 Enrico Fermi Award Winner by President Bush
"Father of Energy Efficiency" Honored for Lifetime of Scientific Achievement

SACRAMENTO -California Energy Commissioner Arthur Rosenfeld, today's recipient of the 2005 Enrico Fermi Award, received the national award for career achievements in particle physics and innovations in energy efficiency.  He is the quintessential advocate for energy efficiency and there is no better recipient for this prestigious Presidential Award," commented Joseph Desmond, Chairman of the California Energy Commission. "As the 'father of energy efficiency,' he advocated California's building and appliance efficiency standards over 30 years ago, which have saved Californians billions of dollars. On behalf of my colleagues and the staff of the Energy Commission, we are proud to celebrate this amazing accolade with this amazing man."

Dr. Rosenfeld is the co-founder of the American Council for an Energy Efficiency Economy, the University of California's Institute for Energy Efficiency and the Washington-based Center for Energy and Climate Solutions. His awards and commendations include the Szilard Award for Physics in the Public Interest and the Carnot Award for Energy Efficiency from the U.S. Department of Energy.

If you have not attended a training, GRID Alternatives will be holding our training sessions on the following evenings:

"Day 1" - Monday, May 1st, 6:30pm to 8:30pm - "Day 1" - at the Habitat for Humanity San Francisco offices at 995 Market Street, Suite 800 (cross street 6th), San Francisco, CA
"Day 2" - Thursday, May 4th, 6:30pm to 8:30pm - "Day 2" - at the Habitat for Humanity San Francisco offices at 995 Market Street, Suite 800 (cross street 6th), San Francisco, CA

The "Day 1" session will cover the basics of electricity and solar power, solar design, and financial analysis of solar.  The "Day 2" session will cover siting and installation of solar systems, with a focus on safety.  Once you have been trained, you can volunteer as often as you like without attending additional training sessions.  Other upcoming installation will be in Pleasanton, San Mateo County, San Francisco, Livermore, Brisbane and Oakland.  Please let us know if you plan to attend this training so we can plan accordingly.

To get on the list to volunteer for either of the work days or to attend the volunteer training, please reply to this email.  We can only accommodate a limited number of volunteers on the installation days, so please RSVP promptly if you want to be guaranteed a spot on the installation.

If you can't make this installation, note that on Friday May 26th, Saturday May 27th, and Saturday June 3rd, we will be installing 6 solar electric systems in Livermore.  We'll be sending out an email about those as soon as we finalize time and place of the trainings for those.

Do you want to help design and construct a biodiesel system on campus? There are currently a number of students and University departments working together to establish a demonstration biodiesel system on campus to process the used vegetable oil produced by campus dining facilities into a usable diesel fuel for campus vehicles.  We are close to succeeding in this effort, but we need help!  If you are interested, particularly if you are pursuing academic programs related to engineering or chemistry or if you have web design skills, please contact Greg Lee (glee1@stanford.edu) to get involved.  Below is an assessment of what we have and what we need:

What we have:
~ A strong candidate for a site on campus
~ Much of the necessary financial resources secured and likely sources for the remaining costs
~ Approval and permits
~ Departmental support from the Environmental Health and Safety Department, Stanford Dining, and Facilities Operations
~ An undergraduate studying mechanical engineering, a PhD student in Biology, a fuzzy undergraduate

What we need:
~ A chemist
~ Engineers (mechanical and otherwise)
~ A website designer

What we are currently developing:
~ A test batch of biodiesel
