Carbon-Neutral Is Hip, but Is It Green?

THE rush to go on a carbon diet, even if by proxy, is in overdrive.

In addition to the celebrities - Leo, Brad, George - politicians like John Edwards and Hillary Clinton are now running, at least part of the time, carbon-neutral campaigns. A lengthening list of big businesses - international banks, London's taxi fleet, luxury airlines - also claim "carbon neutrality." Silverjet, a plush new trans-Atlantic carrier, bills itself as the first fully carbon-neutral airline. It puts about $28 of each round-trip ticket into a fund for global projects that, in theory, squelch as much carbon dioxide as the airline generates - about 1.2 tons per passenger, the airline says.

Also, a largely unregulated carbon-cutting business has sprung up. In this market, consultants or companies estimate a person's or company's output of greenhouse gases. Then, these businesses sell "offsets," which pay for projects elsewhere that void or sop up an equal amount of emissions - say, by planting trees or, as one new company proposes, fertilizing the ocean so algae can pull the gas out of the air. Recent counts by Business Week magazine and several environmental watchdog groups tally the trade in offsets at more than $100 million a year and growing blazingly fast.

But is the carbon-neutral movement just a gimmick?

On this, environmentalists aren't neutral, and they don't agree. Some believe it helps build support, but others argue that these purchases don't accomplish anything meaningful - other than giving someone a slightly better feeling (or greener reputation) after buying a 6,000-square-foot house or passing the million-mile mark in a frequent-flier program. In fact, to many environmentalists, the carbon-neutral campaign is a sign of the times - easy on the sacrifice and big on the consumerism.

7. New LBNL Study on Renewable Energy Certificates in RPS

New Study Examines the Role of Renewable Energy Certificates in State Renewables Portfolio Standards; Finds that Definitions and Rules Could be More Clear

Berkeley, California (April 26, 2007) - Many states that have adopted renewables portfolio standards (RPS) have decided to use unbundled renewable energy certificates (RECs) to track RPS compliance, and an increasing number of regions are developing web-based REC tracking systems, according to a report released today by Lawrence Berkeley National Laboratory. Nonetheless, the Berkeley Lab report also concludes that, in some areas associated with RECs, states are ambiguous in their definitions and rules, and that greater clarity should be sought.

The report examines legislation and regulatory rules from each of the 22 RPS policies currently in place in the U.S., with a particular emphasis on certain issues associated with RECs. "It's evident that certificate tracking systems increase the confidence of legislators and regulators when it comes to allowing RECs to be traded separately from electricity," says report co-author Edward Holt. Even so, states have a wide variety of REC definitions and rules, and these rules are not always precise. "Clarifying definitions would help remove uncertainty in the market, and would benefit the renewable energy industry and consumers," adds co-author Ryan Wiser.

The report specifically evaluates how states treat air emissions reduction credits or emissions allowances under RPS policies, if those allowances are available to renewable generators. Although several states have been explicit about this (reaching different conclusions), most states do not directly and clearly address the question, which is becoming increasingly important as states adopt emissions cap-and-trade programs. "It may be beneficial if states were able to further standardize their treatment of emissions allowances under state RPS policies in order to encourage less fragmentation in the emerging RECs market," says Holt.

Another area on which the study focuses is whether renewable energy or RECs sold through voluntary customer-driven green power transactions may count towards state RPS obligations. In this area, the report finds more consistency. Twelve states and the District of Columbia prohibit the use of voluntary green power sales for RPS compliance, instead requiring that voluntary green power sales add to RPS-driven renewable energy requirements. A few states permit voluntary sales of differentiated green power products to count towards their RPS requirements. Six states have not yet addressed this question - again, bringing clarity, if not consistency, into the relationship between voluntary and mandatory renewable energy markets would be beneficial.

Wiser concludes, "We hope that this report provides a source of information for states considering RPS policies, and that it also draws attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Even states that have already adopted rules could benefit from greater clarity."

Hiring for a Customer Care Supervisor position to help build our solar customer support infrastructure while also delivering service to all our current Dealers and end customers with solar systems. While the job title is listed as a Supervisor, I am looking for a highly skilled individual and someone with great experience. It is really much more than a mundane supervisor job as might be implied from the title. SunPower is also hiring for many other solar positions right now.

The Customer Care Supervisor (CCS) for SunPower VAR Business Unit will be responsible for all aspects of service level performance to the VAR's Dealers and customers and will be the secondary owner for all customer related service issues and support requirements for the regional sales force. Executive Director, New Mexico Renewable Energy Transmission Authority

The New Mexico Renewable Energy Transmission Authority (RETA) is seeking qualified candidates for the position of Executive Director. RETA is a newly created quasi-governmental entity located in Santa Fe, New Mexico. It is the nation's first Renewable Energy Transmission Authority created to develop electric transmission with an emphasis on renewable energy development for export to out-of-state markets. Under RETA, at least 30 percent of a transmission project's energy must be renewable derived electricity; up to 70 percent may be from other sources. RETA will focus on electric system transmission infrastructure planning, financing, construction and operation. It will provide revenue bonding authority to finance projects, which could involve owning or leasing the facilities, and charge participating entities fees to service the bond debt and recover administrative costs.

The RETA Executive Director position is a full-time appointment beginning July 15, 2007. A compensation package will be negotiated with the Authority. The RETA offices and Executive Director position will be located in Santa Fe, NM.

Duties:

The Executive Director, reporting to the 8-member New Mexico Renewable Energy Transmission Authority, will work with the Authority to establish, plan, promote, and implement effective infrastructure planning and finance programs for New Mexico electric transmission and storage facility projects. The principal duties of the Executive Director include:

. Serve as the full time senior administrator for the RETA, including managing all aspects of the RETA implementation, development and expansion.

. Facilitate multi-state, multi-utility collaborative agreements and/or contracts to ensure the development of needed transmission infrastructure for exporting NM-generated renewable power,

. Represent the interests of RETA in appropriate regional transmission planning processes recognized under FERC Order 890,

. Work with renewable and traditional energy-related independent power producers interested in siting power production facilities in NM to ensure needed transmission infrastructure is developed in a timely manner,

. Coordinate and facilitate the development of program policy for the RETA,

. Establish and implement long term and short term strategies in conjunction with board directives,

. Monitor and evaluate timeliness and effectiveness of the RETA programs, services and functions, and

. Maintain a close and effective working relationship with the Governor's Office, New Mexico State Legislature, New Mexico Public Regulation Commission, local jurisdictions, in-state investor-owned utilities and rural electric cooperatives, regional transmission planning groups and electric transmission providers, and the non-governmental advocacy community.

. In-depth knowledge of public sector financing for capital infrastructure,

. In-depth knowledge of renewable energy technologies, transmission planning and infrastructure development typically gained through extensive experience in this area,

. Extensive experience with state and federal laws, policies and regulations governing transmission infrastructure development and electric power generation and transmission. Experience working with the Federal Energy Regulatory Commission and state public utility commissions,

. Experience with state and federal legislative processes,

. Knowledge of generation needs in markets that may be served by NM renewable energy generation,

. Knowledge of current initiatives in renewable energy development and transmission planning activities and related government initiatives,

. In-depth understanding of policy issues related to government/private sector partnerships,

. Demonstrated leadership skills, and

. Demonstrated ability to work effectively with a variety of stakeholders.

Responsibilities:

The successful candidate will conduct analysis related to corporate finance. Major responsibilities may include:

* Investment decision analysis (incl. discounted cash flow analysis)
* Developing sophisticated financial models with an emphasis on high-level strategic considerations (e.g. valuation, NPV, IRR) rather than budget level accounting detail
* Provide analytic support for management decisions including market research and quantitative/financial analysis
* Lead proposal efforts for grants or other renewable energy support programs
* Successful candidate will individually manage projects thereby utilizing a broad set of skills, including issue and data analysis, problem solving and communication.

Qualifications & Requirements:

Two to five+ years work experience (OR combined work experience and graduate studies), with 2+ years financial modeling and analysis (investment banking, private equity) or 4+ years in a financial analyst role

Experience in analysis of investment opportunities

Strong interest in renewable energy technologies and policy

MBA preferred

Skills:

Project management and planning skills

Quick learner/self starter with the ability to work in unstructured environments

Strong analytical skills; ability to identify key business issues/drivers

Advanced spreadsheet skills required, i.e. extensive experience in financial modeling of cash flows, financial statements and financial valuations

Ability to manage large amounts of data

Must have organizational skills; with attention to detail

Strong oral and written communication skills for presentation to project teams and sr. management

Strong interpersonal and project leadership skills

The Worldwatch Institute is seeking an experienced, self-motivated researcher and writer to analyze and report on U.S. and international

challenges and new directions on biofuels, other forms of renewable energy, climate change and other aspects of sustainable energy.

JOB DESCRIPTION

Worldwatch Research Associates conceive, research and write papers and articles, and contribute to the Institute's annual State of the World and

Vital Signs reports, the bi-monthly World Watch magazine, and articles for outside publications. They also represent Worldwatch at international

conferences and take part in interviews for domestic and international media outlets.

The Energy Research Associate will work as part of the Institute's Energy and Climate Change Team. The immediate responsibility will be to lead and

coordinate research and writing on domestic U.S. biofuels and their implications for greenhouse gas emissions, pollution, land use and

economic sustainability and fairness. Long-term projects will focus on international sustainability issues related to biofuels and on broader

energy and environmental issues. This is a one-year contract position with the potential for extension or conversion to a permanent position. Salary

will depend on qualifications and experience; the position includes an excellent benefits package.

QUALIFICATIONS

Worldwatch seeks candidates who combine a strong academic record with demonstrated achievement in research and writing on environmental and

development issues. Candidates should have an undergraduate degree and either related work experience or a graduate degree in a related field.

Research and writing experience in renewable energy is essential; work in agriculture and biofuels is also valuable. Candidates should have

outstanding analytical skills, solid computer skills, and strong management and organizational ability. Public speaking ability and experience are also helpful. Candidates with international experience and

foreign language abilities are encouraged to apply.
