Bush's Climate Message NYTimes: Two independent experts - William K. Reilly, who represented the first President Bush in the 1992 negotiations, and David G. Victor, a Stanford University law professor whose writings helped provide the underpinnings for Thursday's speech - said that Mr. Bush's plan had merit. But they said it would not gain much ground unless the United States adopted limits on domestic emissions, something the president has been loath to do. This report - authored primarily by Ryan Wiser and Mark Bolinger of Lawrence Berkeley National Laboratory - provides a comprehensive overview of trends in the U.S. wind power market, with a particular focus on 2006. New Standard 189 for Green Building Practice Now Open for Public Comment Standard 189P, a proposed new standard that will provide minimum guidelines for green building practices, is nearly complete and has been released for public review and comment. A copy of the draft along with comment forms can be downloaded from http://www.ashrae.org/technology/page/331#849 and comments will be accepted through July 9, 2007. The standard is being developed by ASHRAE in conjunction with the IESNA and USGBC, and will be the first of its kind in the United States. ******************************************************* 6. New Report on Energy Services Companies Available Now Lawrence Berkeley National Laboratory (LBNL) and National Association of Energy Service Companies (NAESCO) have issued a new report, "A Survey of the U.S. ESCO Industry Market Growth and Development from 2000 to 2006," funded by the U.S. Department of Energy's Office of Electricity Delivery and Energy Reliability and the Office of Energy Efficiency and Renewable Energy, Weatherization and Intergovernmental Program. This report, based on survey interviews with 33 of 46 leading ESCOs, documents that ESCO industry revenues from energy services were about $3.6 billion in 2006. Investments in energy efficiency accounted for $2.5 billion of those revenues (or 73% of the total revenues). Survey findings suggest that the private-sector investment in energy efficiency leveraged by ESCOs is comparable to the dollar amount of the authorized spending for utility and public benefit energy efficiency programs. Survey results also indicate an annual energy services industry growth rate of 20% in 2004-06. The report attributes the increases in ESCO activity to customer response to rising energy prices and increased interest in energy efficiency and climate change mitigation strategies, re-authorization of energy savings performance contracts in the federal market, the adoption of aggressive energy savings goals for federal agencies, and the ramping up of public-benefit- and ratepayer-funded energy efficiency and renewable energy programs. The survey results a lso highlight trends in ESCO industry structure and company ownership as well as activity in various market segments and types of contractual arrangements. California Solar Initiative rebates continue to drop: Current Incentive Status The " Statewide Trigger Tracker " provides the latest incentive level, and a link to full CSI program data. Commercial incentives in PG&E territory have been highly popular and the current rebate is now in Step 4, at $1.90 for EPBB and $.26/kWh for PBI. As of May 2nd, there were 4,888 approved applications from the Emerging Renewables Program which ended 12/31/2006. These systems represent approximately 28MW of PV capacity. US DOE Funding Opportunities for Concentrating Solar Power The U.S. Department of Energy's Solar Energy Technologies Program released a Funding Opportunity Announcement (FOA) for companies to develop storage solutions, manufacturing approaches, and new system concepts for large-scale concentrating solar power (CSP) plants. CSP technologies are one of the most attractive renewable energy options for large-scale power generation in the U.S. Southwest, which is home to 15 of the 20 fastest-growing metro areas in the countr y. The collaborative public-private partnerships established herein will work to reduce the nominal levelized cost of energy (LCOE) of CSP power plants from 13-17 ¢/kWh in 2007 to a target of 7-10¢/kWh by 2015 and 5-7¢/kWh by 2020. DOE estimates that satisfaction of these cost targets could lead to installation of 16,000 to 35,000 MW of new generating capacity by 2030. This would result in a savings of 36-80 million tons of CO2 emitted to the atmosphere each year relative to coal plants of similar capacity. Wind Turbines for Developing Countries The Appropriate Infrastructure Development Group, an international nonprofit, is incubating a micro-manufacturing facility in Guatemala as one approach to combating poverty in the area. The Guatemalan facility, called Xela Telco, fabricates, installs and repairs low-cost environmentally sound infrastructure for the local area. In conjunction with AIDG, the San Francisco Professionals Chapter of Engineers Without Borders has been designing and developing a small scale wind turbine that will be manufactured and distributed by Xela Telco. The final design will overcome several challenges to provide a system that is simple to manufacture and install as well as appropriately sized for the villages where it will be introduced.
