As a MAP Fellow in NRDC's Energy Program in San Francisco, Jacek was immersed in a variety of activities related to the implementation of California's Global Warming Solutions Act (AB 32). His major projects were split between legal and policy research. On the legal side, he helped research and analyze a number of constitutional issues related to the design of the state's potential "cap-and-trade" program. In the policy arena, he drafted a "white paper" canvassing the implications for state climate and energy policy of the Public Utility Commission's proposed return to deregulated retail electricity markets. Throughout the summer, he met with other NGOs and state agencies in a variety of contexts; attended public hearings by entities like the Market Advisory Committee; and participated in NRDC discussions about specific policy directions that would help California realize its ambitious greenhouse gas reduction goals.
