Luisa reviewed methodologies to monitor and calculate carbon savings that have been accepted by the Clean Development Mechanisms (CDM) Executive Board. She compared the details and status of various efficiency methodologies that could be applicable to efficiency projects in China. Her research resulted in two reports that will be an important reference when the NRDC seeks CDM funding for its Jiangsu Project. The NRDC plans to use the handbook Luisa completed on CDMs in China and her CDM and efficiency-savings methodologies work to implement the “Efficiency Power Plant” Project in China. These documents will help the efficiency consultants to understand the necessary steps to ensure that their efforts are approved as a CDM project. Luisa also worked on the nascent Regional Greenhouse Gas Initiative (RGGI); reviewing offset possibilities and the implications to guaranteeing their inclusion.
