Noel was a member of RMI's Electricity Practice and developed energy efficiency program delivery strategies for electric utilities and independent administrators as part of the Next Generation Utility Initiative. He co-authored Turbocharging Energy Efficiency Programs: Going for Broader and Deeper Savings, a report for residential, commercial, and industrial program managers that identifies the institutional and regulatory barriers to tactically acquiring more participating customers and energy savings. Noel interviewed experts from across nation and wrote case studies to share how utilities could overcome those barriers and bridge the gap between savings that would be realized from business-as-usual program execution and those required by state regulations.
He also co-authored Industrial Energy Efficiency Technologies and Program Strategies, which outlined how utilities could couple technologies and strategic energy management to better minimize their industrial customers' costs and risk.
In addition, Noel analyzed the impacts resulting from states' Energy Efficiency Resource Standards and researched how elements of the best-in-class efficiency portfolios might be scaled among efficiency program administrators nationwide.
