During her Fellowship at Palang Thai, Sheila advocated the use of Integrated Resource Planning (IRP) for Thailand's electricity sector. IRP is a planning framework in which energy efficiency, renewable energy, and decentralized power are evaluated on equal footing with traditional resources. She authored "Citizen-Oriented Power Sector Reform in Thailand," a paper directed to business and government officials to promote use of Integrated Resource Planning (IRP) in the Mekong Subregion. The paper was presented at blue moon fund's "Integrated Environmental Policy Packages in the Mekong Region" workshop and provided a springboard for the creation of a coalition of NGOs that advocate IRP.

Sheila also conducted research and analysis of Thailand's recent push for nuclear energy, including assessment of Thailand's scientific capabilities, infrastructure, historical developments, and public participation related to nuclear energy. She presented her findings to representatives from Thai government, academia, NGOs, private sector, and remote communities to foster open dialogue about nuclear energy in Thailand. She continues to work with Palang Thai to develop an internet-based wiki about nuclear energy in Thailand to engage citizens in meaningful, informed dialogue about energy sector decisions.

Throughout her Fellowship, Sheila traveled extensively into rural areas of Thailand to evaluate electricity demand and assess opportunities for solar and micro-hydro electricity implementations. She also visited the Mae Sot Burmese Refugee Camp on the Thai-Burma border to learn about a small-scale solar power implementation at the Refugee Computer Training School.
